Sign up for the Apple iPhone developer program.
Download the iPhone developer’s kit (works on Mac OS X only).
Write the code and compile it.

The development kit is free. You can write and test your own apps.
If you wish to sell/give away your apps on the iTunes Apps store, then you have to pay $99.

Also would like to add that the development kit costs $99 from apple. From the websites I read apple gets 30% of the profits of your app which is a pretty good deal if you can create an app that people want.
